INTERTANKO is shocked and appalled by the report of the Chief Officer who lost his life during a pirate attack on the tanker Cancale Star off Cotonou on 24 November. The Association and its Members express their condolences to his family and colleagues.

MARPOL Annex VI invites Flag Administrations and Port Authorities to monitor and, in case of non-compliance, report to the IMO on discrepancies between the data provided by the Bunker Delivery Notes and the actual test results for fuels. IMO Circular (MEPC.1/Circ.704) issued on 22 December 2009 is based on reports received from the Administrations of Liberia and Norway. It is not the first piece of information issued by the IMO on non-compliant fuels but it is the first time the information includes details of the bunker suppliers.

 
We would encourage Members to continue to issue Notices to their ships' Flag Administrations and provide us with copies. Reporting will certainly facilitate a transparent monitoring of the situation, which will be expected to improve the quality of fuels delivered to ships and, very importantly, will provide tanker operators with useful information on the compliance of deliveries by the various suppliers.
