Amendment to SOLAS regulation III/7– infant lifejackets on passenger ships

A revision to Regulation III/7 of the SOLAS Convention, which concerns personal life-saving appliances, will require all passenger ships to provide lifejackets for’infants’ on board, and suitable accessories to allow adult life jackets to be used by all persons, regardless of size.
DNV releases guide to reducing air emissions from ships

DNV has released a comprehensive guide to the technical and operational issues involved in reducing air emissions from ships, including details of the latest MARPOL requirements entering into force on 1 July 2010. The new brochure describes the main requirements that will come into effect under the revised MARPOL Annex VI as well as other local and international regulations concerning air emissions.

Action need for Maritime Labour Convention

DNV is encouraging ship owners, managers and crewing agents to take action now on the imminent entry into force of the Maritime Labour Convention. The convention stipulates common rights for seafarers with respect to conditions of employment, accommodation, recreational facilities, food, accident prevention, welfare and medical care.
ABS Revises Criteria For Liquefied Gas Carriers With Independent Tanks

Class society ABS has revised and reissued its Guide for Building and Classing Liquefied Gas Carriers With Independent Tanks. Type-A independent tanks were used on the first generation of LNG carriers and are now used for fully refrigerated LPG containment systems for vessels with capacities of up to 90,000 m3, of which several are currently on order.

A revised matrix of regulation entering into force under the principal IMO Conventions is attached. The revised matrix includes a summary of new regulation together with the details of its application according to the ship type, size and age as well as the future compliance date for the last two years including the recent regulations adopted at MSC 85 in December 2008.

MSC 85 Update provides insight, on the new mandatory Intact Stability Code which enters into force under SOLAS and Load Line Conventions on 1 July 2010. Other SOLAS amendments which are summarized address carriage of dangerous goods in packaged form and in bulk as per the new International Maritime Solid Bulk Cargoes (IMSBC) Code.
EPA National Pollutant Discharge Elimination System Perm

The US Environmental Protection Agency has published their final National Pollutant Discharge Elimination System (NPDES) Vessel General Permit (VGP). Compliance within US waters has been extended until 06 February 2009.

New inspection regime to start on 1 January 2009

Seafarers’ working and living conditions are to become part of a new mandatory inspection regime which is to start on 1 January 2009. All vessels above 500 GT flying the Norwegian flag will be included in this new regime.

INTERTANKO’s Executive Committee meeting recently has expressed its extreme disquiet over the escalating number of violent attacks against shipping in the Gulf of Aden. They are especially concerned at the apparent failure of the Coalition naval forces to protect merchant shipping and seafarers in the vicinity of Somalia and their relative ineffectiveness in intercepting the terrorist groups involved.

ABS Appoints Grove President and Chief Operating Officer for Pacific Division

ABS announces the appointment of Todd Grove to the position of President and Chief Operating Officer of the society’s Pacific Division. Previously Chief of Staff at the classification society’s Corporate headquarters in Houston, Grove is relocating to the Pacific Division’s principal office in Singapore. With more than 1,000 employees, the Pacific Division is the largest of the three operational and administrative divisions within ABS.

Special Areas in which the discharge of wastes from ships is prohibited will take effect in the"Gulfs area"and off southern South Africa on 1 August 2008, providing extra protection from pollution from shipping in those areas under the International Convention for the Prevention of Pollution from Ships (MARPOL).
Better fire protection for cabin balconies on passenger ships

Amendments to the International Convention for the Safety of Life at Sea (SOLAS) to strengthen the fire protection arrangements on cabin balconies on passenger ships entered into force on 1 July 2008, along with other SOLAS amendments relating to the prevention of accidents involving lifeboats and protective coatings on ships.
DNV type approval for ballast water treatment system

DNV has issued its first type approval certificate for a ballast water treatment system. The system has been developed by Alfa Laval. Together with Alfa Laval and the Norwegian Institute for Water Research (NIVA), DNV oversaw intensive tests to ensure that the product is ready for installation on board ships.
